Union, state or local government: who is responsible?
Ask separately who can make the rule, who funds the service and who runs it.
There is no single answer to “Is this the government's responsibility?” The useful next question is: which government, which authority and which part of the job?
The constitutional starting point
Article 246 and the Seventh Schedule divide legislative subjects between the Union and states through the Union, State and Concurrent Lists. This is a framework for lawmaking, with qualifications and exceptions elsewhere in the Constitution. It is not a directory telling you which office maintains a particular road. 1
Local government has its own constitutional framework. Articles 243G and 243W allow state legislatures to devolve powers and responsibilities to panchayats and municipalities. The actual powers depend on applicable laws and arrangements. Do not assume every local body has identical authority, staff or finances. 2 3
Separate three decisions
Who sets the rule? Find the relevant law, regulation or scheme guideline.
Who provides the money? Find the budget, sanction or funding arrangement. More than one level may be involved.
Who delivers the service? Identify the department, local body, board or other operating agency responsible for the actual asset or service.
A scheme's national branding does not settle all three questions. Neither does a politician's photograph on a signboard.
A hypothetical water project
Imagine that a public programme helps finance a new water network. A local operator may still need to maintain pipes, investigate interruptions and arrange testing. Before attributing a failure, establish the actual arrangement rather than copying this illustration onto your locality.
Useful records would include the project sanction, implementing-agency details, handover record and maintenance responsibility. A record about construction funding does not necessarily answer who handles today's leak.
Representatives and administrators are different actors
MPs and MLAs participate in legislatures and can scrutinise ministers through legislative procedures. Those roles are different from operating a department's day-to-day service. A representative may help escalate a problem, but your evidence should still identify the office responsible for delivering the remedy. 4 5
For a Union Territory or an area with special arrangements, check its actual legal and administrative structure rather than forcing it into a standard state template.
