Complaint, RTI, police report or court: which route fits?
First decide whether you need action, an existing record, an investigation or a legal remedy.
Before sending a message, finish this sentence: “I need this office to ____.” The answer helps separate four different purposes.
A service needs attention
A complaint asks an authority to investigate or fix a problem within its responsibility. Identify the service provider and its official grievance channel first.
CPGRAMS describes itself as a public-service grievance system connected to central ministries and states. It is not a universal replacement for every local, statutory or emergency route. Its published exclusions include RTI matters and court-related or sub judice matters. 1
You need an existing record
An RTI request seeks information held by or under the control of a public authority, subject to the law. Think of a work order, inspection report, recorded decision or payment record. It is different from asking the authority to perform a repair or create a new explanation. 2 3
The Central RTI Online portal has a defined scope. It explicitly excludes requests concerning state authorities, including Government of NCT Delhi authorities. Select the route based on the public authority, not simply where you live. 4
You want suspected wrongdoing investigated
A complaint about service quality and a report of a suspected offence are not interchangeable. Separate what you personally observed from what you suspect, and preserve the original supporting records.
This page does not determine whether a particular incident constitutes an offence or prescribe the procedure for an individual criminal complaint. For a real threat, urgent danger or a serious allegation, use the appropriate official emergency or reporting service and obtain qualified assistance where necessary. Do not delay urgent help while assembling a perfect file.
You need an order changed or a legal remedy
An ordinary grievance ticket may not replace a statutory appeal, tribunal process or court remedy. In particular, do not assume that sending a portal complaint pauses a legal deadline. Check the route attached to the actual order or dispute and seek legal assistance for consequential decisions.
One problem may require separate requests
In a hypothetical road case, a resident might complain about a dangerous defect and separately request the existing repair contract. The first seeks action. The second seeks evidence. A court challenge or criminal allegation would raise different issues again.
Keeping these purposes separate makes it easier to see whether a response actually answers your request. It also prevents the mistaken promise that one national portal can solve every accountability problem.
