How can I tell whether an official reply answers the question?

A reply may contain real information while leaving the question unanswered. Compare each requested item with what the authority actually supplied.

Do not decide whether an official reply is useful by its length or confidence. Put the question and answer side by side. Identify what was answered, what was only partly answered and what remains missing.

“No data maintained here”, “no action taken”, “no proposal under consideration” and “the event did not occur” are different statements. Replacing one with another can create a false claim even when the quotation itself is accurate.

A worked example from Parliament

Lok Sabha Unstarred Question 2110, answered on 12 December 2025, asked about the Pre-Legislative Consultation Policy, including review, compliance and whether consultation would be made mandatory. The Law Ministry’s reply said it had not evaluated the policy’s effectiveness, did not maintain the requested compliance records, and had no proposal under consideration to make consultation mandatory for all major legislation. 1

Those are statements about the ministry’s records and position on that date. They do not establish that no department consulted the public, that every law violated the policy, or that the position remains unchanged indefinitely.

The original question is useful because it lets the reader distinguish a request for evidence about implementation from a general description of the policy.

Make an answer matrix

Make an answer matrix
What was requested What to extract from the reply
A count or list Actual figure, coverage, period, exclusions and source
An existing assessment Document supplied, document identified, or explicit absence
Action on a problem Action date, responsible office, status and supporting record
A future commitment Proposed step and timeframe, distinguished from completion
A reason or explanation Whether the reply addresses the decision actually questioned

This is a reading method, not an automatic accusation of evasion. A jurisdictional limit or an honestly stated absence of records can be important information. The question is what follows from it and which office may hold the missing evidence.

Watch for substitutions

A reply about expenditure does not necessarily answer a question about functioning services. A count of notices issued does not establish compliance. A national total may not answer a question about one district. An announcement does not establish completion.

When the reply substitutes a different period or category, state that difference explicitly. Do not simply describe the answer as “nothing” if it contains useful information.

Follow up on the gap, not the rhetoric

A factual follow-up could say: “Your reply identifies the programme but does not provide the requested inspection dates for this facility. Please identify the record or the office that holds it.” This is a suggested correspondence template, not a statement that every legal procedure obliges an office to create a new explanation.

For a records request, complaint or parliamentary question, the applicable powers and process differ. Choose the correct route rather than assuming one follow-up format has the same legal effect everywhere.

Keep the original request, response, dates and attachments together. When publishing a summary, include the useful answer as well as the gap. That makes the criticism verifiable and gives a later correction somewhere to attach.
