Announced, allocated or actually spent: which number is this?

“More money” can mean a new plan, an updated estimate or completed expenditure. Always name the stage.

A spending claim needs more than an amount. It needs a stage and a period.

Budget Estimates (BE) describe the budget-stage estimates for the year. Revised Estimates (RE) update the estimate. Actuals record expenditure reported for the completed period. The Union Budget guide and its tables distinguish these explicitly. Revised Estimates are not final actual expenditure. 1 2

A real table, two legitimate questions

In the 2026–27 Union Budget at a Glance, total expenditure is ₹53,47,315 crore in 2026–27 BE and ₹49,64,842 crore in 2025–26 RE. The proposed amount is about 7.70% higher than that revised estimate. This is a comparison of two specified estimates, not proof that actual spending or public services have already increased by 7.70%. 2

The calculation is (5,347,315 − 4,964,842) / 4,964,842 × 100. Keeping the formula visible lets a reader reproduce it.

The same table also reports ₹50,65,345 crore for 2025–26 BE. Comparing the new budget with that older budget estimate answers a different question. State which comparison you are making rather than choosing the denominator that creates the most impressive headline. 2

Follow the money through different records

For a hypothetical public work, a political announcement may be followed by an approved allocation, an administrative sanction, a release of funds, payment and a completion record. Do not assume each stage automatically followed the previous one.

The appropriate record depends on the claim. A sanction document may establish approval, while a completion or inspection record is needed to investigate delivery. A photograph of a ribbon-cutting does not substitute for either.

Separate nominal growth from other judgments

A larger rupee estimate alone does not establish greater purchasing power, more spending per person or better results. Those questions require additional evidence and clearly stated calculations.

Do not silently adjust for inflation using an unrelated price index or divide by a population figure from a different geography. A careful unadjusted comparison is better than an incorrectly sophisticated one.

The most useful wording is specific: “The 2026–27 budget estimate is X% above the 2025–26 revised estimate.” Then explain what that comparison leaves unanswered.
