How do I read a budget without being an economist?

Start with the year, the unit and the stage of the number. You do not need to understand every table at once.

A public budget sets out a government's financial plans and related statements. It is not a certificate that a promised service has already been delivered.

The Union Budget's official guide explains the different documents, including the Annual Financial Statement, Demands for Grants and Finance Bill. Use that guide as a map instead of treating the Budget Speech as the entire budget. 1

Read the heading before the amount

Check the government, financial year, unit and column. A number in rupees, lakh rupees or crore rupees differs enormously. A budget estimate is also different from a revised estimate or actual expenditure.

The 2026–27 Budget at a Glance table places 2024–25 actuals, 2025–26 Budget Estimates, 2025–26 Revised Estimates and 2026–27 Budget Estimates alongside one another. Those labels are part of the data, not decoration. 2

Find the service inside the document

For a particular programme, identify the department and budget head. Read the description and notes. Ask whether a headline refers to that programme alone, a wider ministry total, a transfer to another government or a differently grouped set of activities.

Do not compare two large numbers merely because both appear near the word “health” or “education”. They may have different scopes.

Revenue and capital are accounting categories

The official guide explains revenue and capital classifications. Avoid the shortcut that revenue spending is always wasteful or capital spending always beneficial. For example, classifications can depend on the accounting relationship: Union grants can remain revenue expenditure even when the recipient uses them to create assets. 3

To judge a service, you still need to ask what was purchased, whether it was needed and what outcome followed.

Ask how the plan is financed

Borrowing is not the same as tax revenue. A table in which receipts and expenditure balance may include borrowing among receipts; that does not establish the absence of a fiscal deficit. The Budget at a Glance separates these categories. 4

You do not have to reach a verdict on the whole economy. Begin with one carefully identified line item and one question: how much was proposed, how much was actually spent, and what record shows the result?
