Find a term (A–Z)

A term is useful when it helps you understand a real question. These short definitions are entry points, not a replacement for the full article or the relevant legal text. Follow the linked explanation when the distinction matters.

Country

India considered as a political and geographical community; not a synonym for the party in office.

Read the explanation.

State (in Article 12)

A defined constitutional term for Part III that includes specified governmental institutions and authorities. It is wider than one constituent state. 1

Read the explanation.

Government

Often the executive in office: ministers and the administration carrying out public decisions. Identify the institution when the word is being used more broadly. 2

Read the explanation.

Political party

A political organisation that may contest elections, govern, support a coalition or sit in opposition. It is not the same thing as the country.

Read the explanation.

Parliament

The constitutional institution consisting of the President, Rajya Sabha and Lok Sabha. 3

Read the explanation.

Lok Sabha

The House of the People, with representatives elected from territorial constituencies. 3 4

Read the explanation.

The constitutional responsibility of the Council of Ministers to the relevant directly elected House: Lok Sabha at Union level and the Legislative Assembly at state level. 2 8

Read the explanation.

Opposition

The political side outside the governing side that can scrutinise it and offer alternatives. This broad term is different from a formally recognised leadership office.

Read the explanation.

An electoral unit that returns a representative under the applicable system. Ordinary Lok Sabha constituency elections return one winner. 4

Read the explanation.

First-past-the-post

A constituency voting system in which the candidate with the most votes wins; an absolute majority is not required. 4

Read the explanation.

The list on which an elector must be included for the relevant election. Possession of an identity card is not a substitute for inclusion. 9

Read the explanation.

EPIC

Electors Photo Identity Card. Identification and inclusion on an electoral roll are separate requirements to check. 9

Read the explanation.

Affidavit

A sworn statement. An election affidavit is a dated disclosure by a candidate, not a judicial finding that every allegation it records is proved. 10

Read the explanation.

Bill

A legislative proposal before enactment. A vote in one House does not automatically mean every required stage has been completed. 11 12

Read the explanation.

Act

An enacted law. For practical application, check its commencement provisions and any later changes as well as assent. 11

Read the explanation.

Money Bill

A constitutionally defined category with a special parliamentary procedure. A proposal is not a Money Bill merely because it has a financial cost. 13

Read the explanation.

A rural local-government institution within the applicable constitutional and state-law arrangements. Do not assume identical powers everywhere. 14

Read the explanation.

Municipality

An urban local-government institution whose actual powers must be established under the applicable law, not assumed from its location alone. 15

In the budget presentation, the gap between total expenditure and receipts other than borrowing, under the stated accounting definitions. 18

Read the explanation.

CAG

Comptroller and Auditor General of India, the constitutional audit institution. An audit observation is not a criminal conviction. 19
