How can I contribute to a public consultation?
A public consultation lets people submit evidence or objections before a decision. Check the actual notice, and do not mistake an opportunity to comment for a guaranteed veto.
When an authority invites comments on a proposed law, rule or policy, the useful starting document is the consultation notice. Identify the proposal’s version, issuing authority, deadline, submission method and stated scope before drafting a response.
A consultation is not automatically a referendum, a right to an individual oral hearing or a promise that every suggestion will be accepted. Different legal and administrative processes have different requirements.
What the 2014 policy says
The Pre-Legislative Consultation Policy decisions describe proactive publication of proposed legislation or information about it, an explanation of its purpose and impacts, and a minimum 30-day period in the policy’s consultation language. They also describe a plain-language explanation and publication of a summary of feedback. 1
The same document allows a department to record reasons where following the process is considered infeasible or undesirable. These policy provisions should not be presented as an unconditional statutory deadline applying to every public decision. The inspected copy is an original government policy document hosted on a disclosed third-party mirror. 2
A Lok Sabha reply on 12 December 2025 said the Law Ministry had not evaluated the policy’s effectiveness and did not maintain the requested compliance records. That is evidence about the ministry’s answer at that time, not proof that consultations never occurred. 3
Find the process that actually applies
A draft Bill consultation, a committee’s invitation for written views and a local statutory hearing are not interchangeable. Parliamentary committees may gather written and oral evidence in the course of their work; that does not mean every person has a guaranteed speaking slot for every inquiry. Follow the relevant committee’s invitation. 4
For a particular consultation, verify the deadline and submission address from the authority’s current notice. Check whether a revised draft or extension superseded the version being circulated. This page supplies no universal filing deadline or nationwide hearing procedure.
Write a submission someone can act on
Start with the clause or question you are addressing. Explain the practical problem, provide evidence and propose a specific change. Keep factual claims separate from your preference about the trade-off.
Hypothetical example: A draft service rule requires all applications through a smartphone app. A useful submission identifies the clause, documents the access problem for the affected group and proposes an assisted or offline route. It does not need to claim that every app user is excluded.
A compact structure is: proposal reference; the exact provision; the problem; supporting evidence and its limits; suggested wording or alternative; and any relevant relationship to the issue.
Do not attach unnecessary identity documents or private information about other people. Read the notice’s publication and privacy terms before assuming your submission will remain private.
Follow what happens afterward
Save your submission and acknowledgement. Look for a feedback summary, revised draft, committee report or final instrument. Compare the actual change with what was proposed, and distinguish an explanation of rejection from silence.
Participation can create a documented question and a better proposal. It does not guarantee adoption. A useful accountability record shows what was submitted, what decision followed and what explanation, if any, the authority published.
