What can an MP actually do?

Judge an MP against parliamentary responsibilities, while identifying who actually operates local services.

Research checked · 2 min read · v2.0.0

An MP is a Member of Parliament. The role includes participating in the work of the relevant House, such as legislation and scrutiny of the executive. An MP is not automatically the official who controls every public service in the constituency. 1 2

Look beyond speeches outside Parliament

Parliamentary questions can seek information from ministers. Committees examine subjects, Bills and spending within their remits. Debates and parliamentary motions provide other routes for raising issues. These leave different records, so one number cannot describe every aspect of a member's work. 3 2

For a question, read the government's answer as well as the question. For a speech, check the full debate. For committee work, check membership and the relevant report instead of assuming a headline captures the contribution.

A local issue can have a parliamentary dimension

Suppose a hypothetical transport problem involves a Union ministry's programme. An MP might raise questions about funding or implementation. The repair or service decision may still belong to an implementing agency. Record both the representative's intervention and the agency's response rather than treating them as the same action.

Even the Lok Sabha FAQ's description of MPLADS distinguishes an MP recommending works from implementation by the relevant agencies. A recommendation is not a completed project or a direct personal payment by the MP. 4

Assess the work without inventing a score

Compare the issue raised with the member's role. Look for a pattern over time, the substance of questions and whether the government responded. Attendance can answer whether a member attended; it does not, by itself, establish whether the member represented your concerns well.

Avoid a leaderboard that turns raw question counts into a universal measure of quality. Different offices and roles can affect which parliamentary activities a member undertakes. Explain the metric before drawing a conclusion from it.

Ask something an office can answer

Try: “Has your office raised this issue with the responsible ministry or agency? Please share the date, reference and any reply.” This is a request for a traceable action, not an assumption that the MP personally has the power to grant your preferred outcome.

An unanswered message is worth recording, but it does not justify inventing a motive. Keep the date, channel and substance of the request.
