Who pays for parties and campaigns?

Annual party accounts, donation disclosures and election spending statements answer different questions. Comparing them as one total can produce a false conclusion.

Research checked · 3 min read · v3.0.0

“How much money did this party get?” and “How much did this candidate spend?” are different questions. Start by deciding which one you are investigating, then find the appropriate record.

Three party-report categories

ECI’s financial-filing system distinguishes Contribution Reports, Audited Annual Accounts and Election Expenditure Statements. The first concerns contributions disclosed in that reporting category; the second concerns the party’s annual financial accounts; the third concerns election expenditure. The existence of separate filings is a warning not to treat one as a complete substitute for the others. 1

Read the actual report’s period, accounting basis and coverage. A financial-year account is not automatically the cost of a particular election. Income, cash received, expenditure and a closing bank balance are not interchangeable accounting measures.

Candidate expenses must also be distinguished from party-wide finances. A figure concerning a party’s national campaign cannot simply be assigned to one candidate, and a candidate’s declared expenses cannot be assumed to cover every political message seen in that constituency. Use the specific record and attribution rules rather than inventing a consolidated total.

Compare like with like

Hypothetical example: Party A’s audited annual account shows ₹100 crore of income. Party B’s election statement shows ₹40 crore of expenditure. It would be wrong to conclude from those documents alone that A spent 2.5 times as much as B in the election. The quantities, periods and possibly the activities covered differ.

Even two reports with similar titles need checks for amendments, missing schedules and whether the units are rupees, lakhs or crores. Preserve the report’s label in the chart, not just the number.

Missing data deserves an explicit category. “We did not locate a filing” is not “the party received no money”. A late filing, an incomplete search and a declared zero are different states. Do not replace them with zeros to make a ranking work.

Electoral bonds are a dated disclosure source

On 21 March 2024, ECI said it had uploaded electoral-bond data supplied by SBI pursuant to Supreme Court directions, as received. This identifies a historical disclosure event. It does not establish that those records cover all party finance, every year, or every possible source of campaign spending. 2

The Supreme Court’s 2 August 2024 order recaps the earlier judgment invalidating the scheme. The distinction between a scheme’s constitutional validity and an allegation about an individual transaction remains important. A donation record does not itself prove a purchased decision. 3

Candidate expense accounts are a separate record category under sections 76–78 of the Representation of the People Act. That chapter concerns Lok Sabha and state Assembly elections. Do not substitute a party-wide report for an individual candidate’s account. This page does not supply current ceilings or filing instructions. 4

Build a comparison someone else can reproduce

For each figure, record the filer, report type, financial year or election, units, precise table, amendment status and original URL. State the coverage of the comparison and leave unknowns visible. Where an electoral trust or another intermediary is involved, do not count the same flow twice without explaining the relationship.

No party or donor ranking is supplied with this page. The linked data asset is a guide to record types and historical disclosure events, not an audited reconstruction of transaction files.

The useful question is not merely “Which total is largest?” It is “Which clearly defined flow of money does this record establish, and what remains outside it?”
