Who should fix this road or bus service?
A useful transport complaint identifies the asset or service and the authority responsible for it.
“This road is bad” describes a problem, but it may not identify the office that can fix it. “Buses never come” also needs a route, stop, direction and time period before an operator can investigate it.
Roads and bridges appear in the Constitution's municipal subject schedule, but actual municipal powers depend on applicable state law. That is a starting point, not proof that every road within city boundaries belongs to the municipality. 1 2
For a road, establish the job
Record the exact stretch and the type of failure: damaged surface, missing lighting, recurring flooding or unsafe access. These may involve different assets or responsibilities.
Find the maintaining agency. Where public works records are available, look for the approved work description, contract, completion or inspection record and maintenance obligation. Distinguish money sanctioned from work completed and work completed from work that remains functional.
For panchayat works, eGramSwaraj's official description includes planning and physical/financial progress records. A listed entry is a lead to inspect, not independent proof of construction quality. 3
For a bus service, make the report reproducible
In a hypothetical example, “Route 12 did not arrive at Stop A between 8:00 and 8:45 on these three dates” is more useful than “transport is useless”. Save the timetable or service claim against which you are comparing your observation. Identify who published it and when.
Check whether the problem is a missed scheduled service, an inaccessible stop, unsafe driving or inadequate planned frequency. The question and requested remedy should match the problem.
Keep observation separate from cause
A photograph can show a pothole at a location and time if its context is established. It does not alone prove which contractor caused it, whether payment was improper or whether an official committed a crime.
Ask for the record that could test the next claim: inspection findings, the relevant repair order or the operator's response. Do not cross a dangerous road or stand in traffic to obtain a better image.
Track the result, not only the ticket
Keep complaint registration, agency response and observed repair as separate events. A message marked “closed” is a procedural status; inspect the stated reason and check whether the problem described in your complaint has actually changed.
