Does a bigger budget mean a better service?
An allocation is permission to spend, not proof that a service worked. Follow the money through delivery and then test the result.
A minister announces funding for a programme. A department reports that it spent the money. Residents say the service still does not work. Those statements can coexist because they describe different stages.
The Union government’s Output Outcome Monitoring Framework distinguishes financial outlays, measurable outputs and the results those outputs are intended to produce. Its 2026–27 document sets targets for that financial year; it is not a record of targets already achieved. 1
Follow one promise, not five unrelated totals
Hypothetical example: A school programme promises computers so pupils can practise using them. Its budget is an input. Machines delivered are an output. Pupils regularly using functioning equipment, and improving a defined skill, are different results to test.
Ask for the record at each step:
| Step | Useful evidence | What it does not establish alone |
|---|---|---|
| Allocation | Approved budget and programme rules | That funds reached the implementing office |
| Release and expenditure | Release orders, accounts and payment records | That the correct goods arrived and were accepted |
| Delivery | Contract, acceptance record, inventory and installation report | That equipment keeps working or is used |
| Service use | Dated usage records and independently checked observations | That use caused an improvement |
| Public result | Defined outcome measure with a baseline and comparison | That every participant benefited equally |
This is a suggested investigation sequence, not a claim that each programme publishes the same documents. Use the actual scheme’s accounting and implementation structure. A grant released to another body and an expenditure incurred by that body are not automatically the same transaction at the same time.
Check the target before judging achievement
A reported achievement needs the target’s definition, period and population. “Completed” might mean installed, inspected, handed over or operational. Do not assume the most demanding interpretation.
Compare the target and reported achievement for the same indicator. Keep revised targets visible. Reaching a lowered target is a different story from reaching the original one. Reaching a national total also leaves open whether particular districts or groups were excluded.
The Budget distinguishes estimates, revised estimates and actuals. An outcome page should preserve those stages rather than displaying an estimated expenditure as money already spent. 2
Separate delivery from impact
Suppose equipment arrived and test scores improved. That still leaves a causal question: would scores have improved without this programme? Changes in teaching, attendance or the test itself could matter. An impact evaluation needs a credible comparison with what would otherwise have happened, not just an after-the-event success story. 3
You do not need to settle every causal question to document a basic failure. A contract that required ten working machines and an inspection that recorded six can establish a delivery gap within that inspection’s scope. It cannot establish what happened in every school.
Ask for the missing link
Instead of “Where did all the money go?”, ask: “Which record connects the payment on this date to the inspected delivery, and which measure shows the service is functioning?”
That question identifies a gap an authority can address. Keep the budget, transaction, delivery evidence and outcome evidence together, so a later announcement cannot quietly replace the original promise.
